Application Notice for SWUFE 2025 Chinese Government Scholarship Category B Program
(The Chinese text of this notice shall be deemed the original. In the event of any dispute or misunderstanding as to the interpretation of the language or terms in this article, the Chinese language version shall prevail.)
Ⅰ. Program Introduction
Chinese Government Scholarship “University Program” supports outstanding young students from all over the world to study for postgraduate degrees (Master & Ph.D) in China. The program adopts the principle of "individual application, university recommendation, expert review, and merit-based admission" to select international students with excellent academic background, professional ability and future development potential.
Ⅱ. Application Period
November 20th, 2024 ~ February 20th, 2025 (Beijing Time)
Applicants are encouraged to submit application as early as possible.
Ⅲ. Eligibility
1. Be non-Chinese citizens with valid passport in accordance with the Nationality Law of The People’s Republic of China, and meet the requirements set by the Document No. 12 (2020) of Ministry of Education of The PRC and other relevant regulations; be in good health and get good grades.
2. Abide by the laws and regulations of China as well as regulations of SWUFE.
3. Education Background
(1) Be a bachelor’s degree holder when applying for master’s degree program;
(2) Be a master’s degree holder when applying for doctoral degree program;
(3) Applicants who will graduate in 2025 shall obtain a national recognized corresponding diploma before enrollment. Otherwise, the admission qualification will be invalid.
4. Age Limit
(1) Applying for master’s degree program: under the age of 35;
(2) Applying for doctoral degree program: under the age of 40.
5. Requirements of Language Proficiency
(1) Chinese-taught program
Applicants shall pass HSK level 4 or above.
A. Applicants who hold valid HSK Level 5 certificate scored over 180 points can apply for direct entry into degree study.
B. Applicants who hold valid HSK Level 4 certificate scored over 180 points can apply for the degree program with one-year Chinese language preparatory study. Students shall pass HSK Level 5 scored over 180 points before the end of the preparatory study. If not, the scholarship will be paused or terminated.
C. Applicants who have used Chinese as the medium of instruction to obtain degree from a Chinese university are not required to provide HSK certificate after providing official certificate/letter issued by the university they attended.
(2) English-taught program
A. Applicants whose native language is English, or can provide proof of studying in a 2-year or above degree program in which the medium of instruction is English, do not need to provide language certificate.
B. Applicants whose native language is not English are required to provide official certificate/report of English language proficiency (e.g. IELTS 6.0 or TOEFL 80 and above).
6. Applicants shall apply for the scholarship at SWUFE directly and independently.

Ⅶ. Application Procedures
1. Apply Online in CSC System
Register at CSC Online Application System (http://studyinchina.csc.edu.cn/#/register) and submit online application (*Select “Type B” in “Program Category”, fill SWUFE’s agency number 10651.)
2.Apply Online in SWUFE Application System
Submit online application at SWUFE International Students Service System (http://swufe.17gz.org) with all required documents and CSC Application Form, and pay application fee.
Application fee is 600 RMB. Please follow the instruction at the system for online payment. The applications without paying application fee will not be processed. Application fee is not refundable under any circumstance.
Ⅷ. Application Documents
1. Upload Documents
(1) ID photo taken within 6 months;
(2) Notarized highest educational degree or diploma certificate;
If the applicant has not obtained the degree yet, they should provide an official letter that states this student will obtain the degree before August 25th, 2025. This letter should be issued by the applicant’s current university.
(3) Academic transcripts (from undergraduate program onwards);
Copies of academic records from the first to last semester during the undergraduate, graduate (if any), and doctoral programs (if any) shall be provided. These transcripts shall be issued and sealed by the attending university’s academic affairs office, graduate school, or student management department.
(4) Recommendation letters;
Two letters of recommendation from professors or associate professors with handwriting signature shall be submitted. These letters shall describe the applicants’ objectives of learning in China, comprehensive abilities, and evaluation of future growth, as well as the cooperation between the supervisors or the exchanges between universities both in China and abroad (if any).

The content shall include basic information of the applicant, personal statement, existing research results, research objectives and specific study plans (more than 1,000 words) and post-graduation plans .
(6) Valid language certificate;
(7) First page of personal passport;
The passport shall not expire before March, 2026. If the validity of the current passport does not meet the requirement, please apply for a new passport.
(8) Physical Examination Record for Foreigner (Download template here)
The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. Incomplete forms or forms without signature of the attending physician, or official stamp of the hospital, or a sealed photograph of the applicant are considered as invalid. Please select appropriate time to take physical examination as the result is valid for only 6 months.
(9) Non-Criminal Record (Download template here)
Applicants shall submit a valid certificate of Non-Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application. If applicants could not get the record from the authority, then shall sign and upload the Commitment Letter of Non-Criminal Record instead.
(10) Fresh graduates currently in China should submit the photocopy of the residence permit page and a proof of school performance from the current university;
(11) Other certificates, awards, abstracts of published academic papers, etc. (if any)
2. Important Notes
(1) All documents should be presented in Chinese or English. Documents in languages other than Chinese or English shall be attached with notarized translations in Chinese or English.
(2) Uploaded supporting documents must be clear, complete, authentic and valid. Applicants are recommended to use professional device to scan the relevant documents.
(3) If necessary, SWUFE will require applicants to submit additional documents.

Ⅸ. Selection and Admission
1. Admission Procedures
(1) SWUFE will conduct preliminary review of all application materials and conduct online test and interview for eligible applicants. Pre-admission letter will be sent to the CSC nominated candidates by e-mail;
(2) The nominated candidates shall confirm the online application of the CSC Online Application System, uploading the pre-admission letters issued by SWUFE with other required application documents;
(3) CSC will review qualifications and application documents of all nominated candidates, and decide the final scholarship result;
(4) SWUFE will inform and send Admission Letter and Visa Application Form for Study in China (JW201) to scholarship recipients.
2. Students shall register on time. Those who are unable to register on time for some reason must submit a written request for leave to College of International Education, SWUFE in advance and get approval from CSC. The scholarship will not be reserved if the scholarship recipient cannot register on time without approval.
3. Each scholarship recipient will be granted no more than one scholarship. Chinese Government Scholarship students are not allowed to receive other scholarships (excluding all kinds of one-time awards) granted by the Chinese government at all levels and the universities they have admitted at the same time. If any violation is found, the scholarship qualification will be canceled, and the received scholarship must be returned. Those who deliberately conceal the funding situation will not be allowed to apply for Chinese government scholarships within three years, except for disqualification.
4. If the contents of this Application Notice are inconsistent with the documents of national relevant departments, the Ministry of Education, and CSC, the latter shall prevail.
Ⅺ. Regulations
1. Applicants shall guarantee the application information and documents are correct, valid, and authentic. Applicants shall bear the consequences caused by any invalid or inauthentic documents/information.
2. Applicants who violate any rule or cheat during the application process shall be demanded accountability seriously according to the Document No. 33 of the Ministry of Education of the PRC. For those who falsify documents or qualifications, whenever verified, their qualifications for examination, admission, or student status will be abolished immediately according to relevant regulations.
2. Awarded students shall participate in annual reassessment based on the requirements of CSC and SWUFE. Students will be granted the scholarship consecutively after they pass the annual reassessment. If not, the scholarship will be paused or terminated.
